This well-meaning but over-reaching legislation would cause federal agencies to increase cost estimates for their lending programs. As a result, it will decrease rural America’s access to capital – just as rural communities need to enhance infrastructure and encourage job creation. This bill would needlessly penalize entities, including electric cooperatives, which borrow from the federal government and have a strong track record of in full, on time repayment.
